If you think about Google as a living organism which would understand all of your tactics, so you would completely forget about the black hat SEO tactics and naturally would just turn to the white hat ones. Writing useful contents and articles for people to read and enjoy, without artificially stuffing a lot of words into them, or avoiding to play tricks using some CSS or JavaScript codes could be among the items.

Google have certainly at least 'jumped on it' and 'promoted' the idea/image of 'black hat'.
The term is designed to suggest morality/purity... which annoys me a bit (although we are talking about the 'purity' of the index...)
There is another term (more used by some SEOs as opposed to Google) which is 'crap hat'... this kind of behaviour more suits the 'black hat' image (hacking, etc.) ... IMO.
What Google suggest is that ANY link scheme (a scheme to get links) which could include '100 directory submissions p/m', 'submitting to article directories for links' or 'paying for links' is 'Black Hat'.
I have no problem with this... they can say/do whatever they like (at the same time as they put PAID links in more prominent positions than the 'organic' ones) because they 'own' the index.
The BIG issue for me is SEOs pretending that they "only use 'white hat' techniques"... when they don't!
This means that:
1. The customer is not aware of the risks (whether big or small).
2. Shows either their ignorance about Google's TOS or dishonesty to their paying client.
3. Makes it harder for the honest SEOs! If an SEO is honest and says, "some of the stuff I do is against Google's TOS - but it works extremely well and is unlikely to be detected, but if it is - the value will be lost - but your site should remain untouched" as opposed to the SEO who does a poor job and says, "we only use 'white hat techniques'" and just means "loads of people get away with this kind of rubbish - so Google are fine with it - it must be white hat".

Bobo hit the nail on the head. White hat SEO is following all of the webmaster guidelines and not trying to trick the search engines in a way that goes outside of what the search engine deems appropriate.
