You can do forum posting and blog comments if u have lot of time or you have very cheap labor . If I am in your place, I will utilize those time for information research on my theme and write something useful for my visitors.

Definitely Social bookmarking is a good source of getting backlinks.
But these back links are always no follow.
These are not going to improve SERP.
