You cannot use robots.txt to block outbound links.
You can only use it to block access to (some of) your own website's pages.

Why you want to disallow the link?
It seems that you don't want to pass any Search Engine Values through that link to other site. If yes then use nofollow tag in the link:

    <a href="http://www.abcdef.com/" rel="nofollow">Anchor Text</a>

You can use robots.txt to disallow external links. If you are redirecting your outbound links, maybe because you are an affiliate marketer. Say your page is homepage.com/lamps, you could set your outbound links to homepage/lamp then disallow the /lamp/ directory.

I wouldn't know what value it might serve over the nofollow. I'm actually trying to discover the answer myself.

What do you mean it contains no-follow attributes? The original question didn't specify, I believe he was trying to understand why you might disallow the external links and if it can compare to a no-follow attribute.

We cannot disallow external links from the robots.txt but if you want to disallow than, it goes on each link you want to block, for example:
    <a href="http://www.example.com" rel="nofollow">Your link text</a>

it's not possible to do this using robots.txt file..
but you can use no follow tag ; in case you don't want any outbound link on your website or webpage.

<a href="http://www.example.com/" rel="nofollow">normal text</a>nofollow tag will save your link juice to redirect on the outgoing link website.
