Free online tools sucks becuase they creat code you are only make google not too happy with your website.
My suggestion is NOTEPAD, its the best one!!!... he will not creat stupid codes in between...
But if you want to buy one, dreamweaver is the best choise. I think.
Dont use frontpage, is a microsoft program which meas that is a pice of sh**...![]()

Like i has said the only free tool that is google friendly i know is NOTEPAD, i think is the only one for free that let you do whatever you want.
Google has a free site builder: Google Page Builder. Maybe it's google-able? pages.google.com
I took it for a quick test drive, and it seems pretty easy for a newbie to create a page who doesn't have any intentions of learning good webdesign or html skills.

If you don't have any HTML skills and are looking for a cheap but nice website, try your local college. The students there are looking to build their portfolios and often work for less. When I was a graphic design student, I know I always appreciated the extra money and work.

I wouldn't use NotePad if you are going to get serious about it and do lots of pages, although it is a great tool to learn with because you have to learn how to code properly and find your mistakes without any visual cues.
Once when I was staying at my cousins house I made a site out of notepad and paintshop pro, just because she didn't have any of the fancy editors I usuallly use. It was kind of fun, but as someone who does tonnes of web production, I wouldn't want to use it everyday.
VIM is probably the best free text editor I have seen.

Notepad doesn't do syntax highlighting, I wouldn't bother with it.
I totally agree that you should create sites in a text editor. I use Editplus. It has syntax highlighting for html and pho as well as loads of other languages, and its free (well, shareware)
