Another approach (in addition to)... change mod duties & rules.
Active mods can be site mods and at least 1 or 2 super mods.
Start mod grooming on 1 forum ONLY and have 5-10 mods for each individual forum (activity dependent)... with a site mod mentor... and update those that actually take pride in the job.
Mods that are not here for 30 days revoke privileges or down grade them to a low level mod for the next 30 days... as a site mod not here for 60 days or super mod not here for a complete quarter is not helping anyone no matter their seniority.
I also think we should start the SEOChat WoS (Wall of Shame) for the worse offenders and use that as a tool to curb bad behavior.
