Title tags, links from other sites into your site, and link text are all important for rankings. Check out the Zen thing in my sig.
Let's look at links, link text, and titles: Links from other sites: You seem to have a couple. You'll need maybe 30 - 100 decent inbound links for your search term to get what you want. I'm assuming the site is fairly new, and all the new links haven't shown up in Google yet. If not, then try to get some more. Here is one: Precision jersey balances Link text is important (as the above link). I see you've cottoned on to that one. Title tags: "jerseybalances.com -- Your single source for Analytical, Precision, Top-Loading, Moisture & Industrial Balances" is not good for the precision balances page. Use Jersey Balances - Precision Balances". Keep it under 55 characters, be specific to the page, use words not non-words like jerseybalances and &.
