Evaluation/advice on page redesign for higher ranking

I am wondering if it helps to improve my rankings by placing page contents above the navigation menu. Basically, I'd like to switch my left-side menus to the right side, so my contents are moved to the very left and closer to the page headers.

My current page is, for example,
http://bestcallback.net/cheap-toll-free-service.htm

and I want to move to this layout:
http://www.addme.com/issue325.htm (menus on the right).

Any re-designing advices, please?

I was doing this with a blog site that has easy-to-switch css. I would move the link bar to the right and see what it did for rankings then move it a couple months later to the left. I did this a few times and it seemed to have no difference.

Also I had a horizontal navigation bar on one of my sites and put it right at the top with lots of keyword relevant links, then move it lower on page to see if change occurred. Nothing.

Bottom line in my opinion is that google sees html tags on your page no matter where they are and AT LEAST FOR NAVIGATION LINKS it doesn't seem to matter where they are located.

This is what I have seen in my limited testing but would love to hear more from someone who has found that this makes a difference.

Egol,

I have another site where I put all my navigation on the right after I moved it from the left. I found it really made difference at Yahoo! See http://bestcallservice.com .
Unfortunately, it did not rank anywhere in Google, but it is still fine to me as long as Yahoo likes it.

The site I want to work on http://bestcallback.net is indexed in Google and not ranked at all in Yahoo. So, I want to see if this move makes some difference with Google.
