I would make a couple of usability comments.
The screen width is too wide. I had to re-size my browser and that's something I don't like doing.
The navigation is unintuitive. I clicked away for ages at
Msn, Smileys,Emoticons,Combo Emoticons
but nothing happened. Turns out it wasn't a link.
Links appear at the top but aren't underlined and don't change on mouse over. Disconcerting. Took me a while to figure they were actually links.
I looked around for the smilies. I like smilies. Couldn't find them. I'm not going to press the download button when I can't find anything to download. You have to have the smilie categories on the index page.
The test on the brown background made my eyes go funny. Don't know why. Maybe my toe has become infected and making me delerious. More likely a poor colour combination. (Did I mention what happened to my toe?).
Content could do with a little work. Think from the perspective of a smilie downloader. What are they going to think and do? What do they want to read and see.
I'll let others comment on SEO. They'll probably tell you to use appropriate keywords in your links and get some links from other sites.
