Any ideas for this newcomer?

Greetings everyone!
I am new to this forum and to the world of SEO. Let me give a quick summary of my situation: I am a student at a small private university. They gave me a small job—find a few sites on the internet that they could link up to. I got so fascinated with what I learned about SEO and internet marketing that I wrote them a 13 page proposal on how they could get excellent advertising by raising their web visibility. They liked it. For the next two months I will be working full time on increasing their internet traffic.

But I need help! I have tons of enthusiasm but no experience. I’ve been reading a ton about internet marketing for the past month, so I do know something. My weakest area is my ignorance concerning web page designing. I’m giving myself a crash course in HTML, and that’s helping.

So here are the details. The school’s web site is URL In the near future I want to give my boss a SEO critique of their home page. Here’s what my research has uncovered so far:

Description Tag has too many characters (360)
Keyword Tag uses two words two frequently: ‘psychology’--6 and ‘graduate’—4
Two many keywords in the keyword tag, and only two of them are represented in the body text.
Not enough words in the Body Text (23)

All this comes from a few internet tools that analyze web pages. Are these good criticisms? Are there any other glaring problems with this page from a SEO perspective? I know this is just the tip of the iceburg of search engine optimization. Are there some basic things the school could do to optimize this page? (I will soon be giving them a few good keywords for them to sprinkle throughout the page)
Thanks!

Most of the problems can be rectified by validating your code - good for a report too! ;)

I started you off.

Also get that enormous Javascript in an external file.

Tested in Mozilla 800x600 56k modem. Loads relatively fast. I like the rollovers which come up nice and fast. The text is displayed as a graphic which will make it awkward for the Search Engines to spider the site. Images could do with some ALT tags. A nice design. Good luck with it.
