Looking for that specialist SEO tool

Ideally it would check by keyword the PageRank of the top 10 sites for a keyword or phrase , then it would get the number of clickable ( link-juice dispersing ) links on any of those pages, further it would do the math -- PageRank divided by number of clickable links, the outcome would be a number or pecentage of potential PageRank transmitted by any related site, giving the SEO technician a quick list of which websites to approach for advertiising or link exchange There are tools that already do part of, or several of these functions , including some here at SEOChat, anyone know of one that does all of these, or could create one ?
