It is used on the bottom of the homepage.

And it means that you are linking to the site who made up the extension and his sponsor. But the link is hidden so it is a spam.

I wouldn't have any problem with such thing, but I just found out that many webmasters don't know.

I use ARTIO Joomsef and all I see about Prague Hotels on my home page is:

Obviously, this one cannot harm. I use v.1.3.1. Maybe, you use another version.

Another issue to carefully look at with ARTIO JoomSEF is that it creates a large number of MySQL requests (depending on your page structure).

Joomla is a great CSM and it has a great number of extensions. However, after 1+ years that I'm using it, I note that templates, components mambots ect have often hidden link.
I always check and clean the source code before installing: giving a credit through a normal link is ok, hidden links are not.
