are these link farms? thats one thing i want to avoid.

They are sites where you can trade/purchase with other webmasters. You will need to check each site for quality before accepting or declining a partnership.

With Link Market you can sort by PR and filter out unrelated sites which I would highly reccomend using.

My other hope was to build up a good reputation, one chats and blogs to get web sites to want to be attracted to linking to me.

Although getting link partners is probably the quickest and easiest way to get link partners there are a tremendous amount of other ways to get one way links.

Do a search here (or ask a question) for the following:

Article Submissions
Press Releases
Build New or Fun Tools (or have them built)
Forum Signatures
Testimonials
Directories
and many more
