If you have a proven track record and good skills you can get SEO work on contract. You should have fair knowledge of HTML. Needless to say you have excellent written / verbal communication and presentation skills as well.

SEO Consultants can generally make anywhere from $25/hr. to $300/hr. depending o how good you are and what clientel you're able to sell your services to. SEO employment will probably earn you between $40K as an entry-level grunt worker to well into the 6-figures as Director.

As for the skills you need, well, you need to know how to optimize web sites. It's a bit like asking what kind of skills do you need to be an auto mechanic. You'd need to know how to fix cars, I'd imagine. If you have no idea of what is involved in optimizing web sites, I'd suggest spending 30 minutes a day reading this forum and maybe getting a copy of Aaron Wall's "SEO Book".

Whether it is a good field, a good field for you and other such subjective questions, no one here can answer that. SEO and web design/development in general has proven to be a fantastic, very lucrative and very satisfying career for me. But then, I think most people who are successful will be successful at whatever they choose. So, I guess if you are a successful person in life already, and this field appeals to you, you will likely do well in it.
