budget 1500$ per year. (even may be more...)

Actually visio, fact is, there are COUNTLESS SEO's how there that will work for 125 a month. 125 us a month is GOLD ! Who do you think supports 90% freelancing work online? It's all outsource baby, and he'll get someone who'll provide moderate results. THe only issue with outsourcing is limited control, credibility, and nobody to sue . It's just a fact of life now.

Well dude 125$ per month is too less. Don't know exactly but in India quality SEO monthly price is 200$+

but i think price is lil less so if you want seo get done you must have to negociate with price ok and i am doing lot of seo work on google and they all are on first and second page
