Sounds obvious but get the URL. Thoroughly check the history and current status of a domain.

If there has been any dodgy work carried out on the site (as is often the case) you could be doing work on something not worth bothering with.

www.domaintools.com and www.archive.org are both good sites for this sort of stuff.

I always do a current situation form as part of a quote. Not only does it help me best decide the next steps but it informs the client of what is required.

This might seem obvious but "what do they expect from their SEO strategy"?

Often you'll come across a company that wishes to be the dominate player [industry leader] in search results... but budget dicates the level of potential achievement against their own website's merits.

An owner that has a basic "our company" and basic "products/services" pages and limited other information isn't going to easily compete against competitors that have invested in years of web exposure for all facets of the industry.

Price of SEO services isn't fixed [or really shouldn't be] for all comers since a 10 pager website doesn't normally stand a change if all the leaders have 1K+ pages of diverse information.

Be that as it may... it is extremely important to understand their objectives with SEO and compare those to current website merits.
