No but most pages that rank are not optimally optimized yet they are able to rise in SERPs. So even basic on-page optimization will work.

    I'd recommend using both

On-page and off-page optimization go hand in hand to reach SEO success. Even though you struggle optimizing your website externally (gathering backlinks, mentions and building popularity), your results will not be the same without on-page SEO.

Here is a very useful thread about on-page optimization techniques you should consider for your website - On-Site and On-Page SEO: All You Wanted to Know About It

On-page SEO plays a very important role. It helps make the off-page efforts easy. For example, without optimizing on-page, it becomes increasing difficult to rank for the keywords that you are trying to be found for.

Both OnPage and OffPage are most important part If you are not going for OnPage and directly with OffPage is not right way to go for,Add Meta Tag and Description on Each page and not duplicate make sure about it and also make a proper description for each page will really give your websites a proper direction.

Doing link building without proper onpage SEO is like building a home on sand. It might stand for a few moments, but with time, it will collapse and fail.

Your onpage SEO is the foundation to your SEO - without it, your links will fail.
