I'm no expert, but it seems like he's linking to sites within the subject of sport sunglasses. I think a links page should be a resource to your visitors. His visitors would probably enjoy visiting the sites on his link pages.

i looked over the site in question before, there is nothing i see the site that could get them banned for spamming, or for link farming...
