HTML or PHP is fine, they both out put HTML so it makes no difference to a search engine spider.

If you are starting form scratch I would definatle recomend XHTML 1.0 and CSS 2.0.

Make sure any style CSS code is in an external file.

Make sure any javascript code is in an external file.

Make sure all parts of your site are accessible by a static <a href type hyperlink.

Use a sitemap - XML and static HTML.

Don't use flash or javascript excessively.
