Lycos and question marks

My pages are navigated thusly:

index.php?page=something

Now, I read the lycos submittion notes and it says:

URLs with special characters (e.g. "&", "%", "?", etc) are not accepted

What is classed as a url? Everything before the domain extension? Or the bits after it too?

I used to be in lycos and now I've gone.
