So I have an asp site with an aspx sitemap and an xml sitemap. Would it help to have an html as well?
What does the aspx sitemap do? Is it not meant for your (human) visitors? Do you not link to it from most of your other pages?
I've not used a site map in my entire life, a link to your site will do the same thing, provided your site has internal links to all your sub-pages.

A web page readable (HTML or any server side technology such as aspx that out puts HTML) sitemap and an XML sitemap is OK. You do not need to specifically add an .html one.
NOT using a sitemap makes NO issue on website performance. But using a sitemap(XML, HTML, Atom, text etc) is a additional feature. It can index a website properly in search engines with all pages which are ready for visitors. Also sitemap help to inform search engines how fast your webpages changes using META DATA of sitemaps (XML sitemap) with each URL priorities.
