You will need to optimize you site (title and description tags), then start building links.
You can start with free directories, then paid directories, then link exchanges.

PPC geo-targeting would greatly help in targeting those countries. Another way is by paid ads or links on popular sites that are similar to your niche or sites that have high rankings for your keywords - whose majority of traffic are from your target locations.
