It all depends on the quality of the directory whether its free or not. There are lot of free quality directories so why would you pay if you can have it free....

We have to remember that the original intent of directories was to provide traffic from web users looking for sites within each direcory. TODAY... the basic reason to be in a directory is to get a backlink... Traffic is a minor consideration (almost no directories yield any traffic).
Bottomline: Google, and possibly other search engines, will continue to deeply discount directory backlinks... Which they should.

Although it takes time for the approval of the site to be listed on free directories, I would still choose them because they are more practical to use and yet effective in increasing backlinks and traffic.

I prefer to be listed on free directories it was a high assurance to be listed and without hassle.

Open Directory Project maybe, as a start? I use it when I search for something specific, therefor having in mind I'm one of the millions internet users.. I think others are doing the same.

Let's just hope that the free directories will continue to have the resources to maintain their sites. Otherwise, they serve no value at all in the long term.
