I'm new in blogging..I have a blog now, then my blog topic is all about cellphone business.... the question is... Is reciprocal link is a good way of linking to make my blog rated fast?

The short answer is, "yes." Reciprocals help. They are simply another link.

The longer answer is, "yes, but work on getting 'one ways' and be careful who you are linking out to." When you link out, you need to make sure you are not linking out to inferior sites, or those that are link farms. If it takes you putting a reciprocal on your site to get a great link, then do it.

Reciprocal linking is seen as a way of manipulating search engine results, nowhere on google can you find anything postive about is, the only time is is mentioned is when it says that websites who are excessively exchanging links can be penalised

You could say the same thing about SEO

Done carefully/properly, reciprocal links are a valid way of gaining page rank / backlinks. Although it's generally agreed that Google don't value them as much as one-way links they still have value (in some industry sectors there are very few alternatives).

Reciprocal linking could be defined as :

An agreement between two websites to provide links to each others sites. It can provide visitors with links to other sites of a similar topic. Search engines take the amount of incoming links into consideration when ranking your site.

Now a Days most of the directory sites allows this type of linking

though reciprocal links are being devalued by SE's (Google in particular), they still can make a difference. As long as the links are quality and relevant, it'll work fine
