Based on your problem I would suggest you take a three step solution.

Content: Improve the content of your site. As said content is always the king. Content is what will make a visitor come back to your site, establish a brand.

Short Term Marketing: If you happen to be getting very little traffic you should take strategy of introducing your site to as many people as possible. Why? Since very little people know about your site you have to take the opportunity of spreading the words pushing your site in front of them to take a look. So what are the short term marketing solution? There are many. To mention few classified advertising, submission to social networking sites, social bookmarking, forums signatures are some solutions.

Long Term Marketing: SEO is the most important marketing you could do for you site. Traffic from search engines could bring you hundreds even thousands of daily traffic. There are two main elements involved in getting search engine traffic. On-Page optimization which involves optimizing your pages for your desired keywords. And secondly link building. Lot of people do not realize how powerful link building could be. Build as many backlinks as you can. Never stop, its a continual process.

Check and see what sites your competitors are getting links from and then try and get links to those sites. Also look for any relevant sites that you might be able to advertise on, if you have the money then google adwords can be a good short term tool for getting good targeted traffic.

I am surprised that if you have many inbound links from other sites. Peoples might click those links on the backlinks pages thus adding more referral traffics to your site. So get more inbound links , it is good for both traffic and SERPS.

There are several things that can boost your rankings in the search engines:

* KeyWord in the Title Tag and Meta Tags
* KeyWord Towards Top of the Body of the Web Page and in Header Tags
* High Traffic
* Linking Keywords (anchor text)
* Links From Government, Educational, and Well Known Web Sites

Good luck..
