15 days ago, you should be seeing something.
You also said you submitted them 15 days ago, that doesn't mean they went live that day, check a few and see if your link is there. Just because you submitted doesn't mean they were accepted... it also sounds like one of those submission programs (which I don't like) still give it more time and don't expect much from those types of programs, they can even get you in trouble.

The quantity will never help to generate backlinks. The quality speaks, so focus on high PR forums and bookmarking to generate good backlinks.

No one can give you 100% correct answer. It depends upon site's admin , some sites may provide you quick results and some may in 3-6 months. But as i know , bookmarking will provide you quicker backlinks than directories.

It's easy though:

1) forget about backlink checkers
2) visit some of the pages your link SHOULD be on
3) check if these pages are properly indexed, and if your link is showing
4) check if your link has the rel="nofollow" attribute -- if so, then that's no good
5) rinse and repeat

Get your backlinks on dofollow websites with high PR, keep promotion and you will get the backlinks when the search engines crawel this websites and find that the page(s) where you added your link are interesting...
