In case of static sitemaps, the webmaster need to manually add urls while a dynamic sitemaps updates its urls automatically.

A dynamic sitemap is automatically changed when you add or remove pages. It's done by a software. A static sitemap changes when the webmaster updates it manually.

In general, dynamic means energetic, capable of action and/or change, or forceful, while static means stationary or fixed. In computer terminology, dynamic usually means capable of action and/or change, while static means fixed. Both terms can be applied to a number of different types of things, such as programming languages (or components of programming languages), Web pages, and application programs.

A dynamic sitemap is one that is automatically changed as you add or remove pages from your site. This would require some software to handle the job. A static sitemap is not changed until the webmaster updates it.I can think of reasons why, in theory, someone might think a dynamic sitemap would be helpful in getting new pages crawled sooner, but in practice I would not expect it to matter very much at all..
