Yes. They may rank well because of the keyword stuffing, or despite the keyword stuffing. Depends on what else they are doing.
It's like saying: I know a #1 ranking website that has <!-- commented-out keywords in the source --> Do I need those as well for a #1 ranking? Answer: no

the notion that "stop characters anywhere in the site is bad is rubbish. Only in URl's, and only in quantities which are greater than 90% of websites will ever use.
