You may not get PR directly from posting on forums, but think of everything you will learn while reading the posts. That, in turn, will lead to higher PR. Not to mention that people in the forum may actually be interested in your site!

I understand that this is the best way to boost PR - but the question I posed was how to boost rank when you are just starting out and have no PR, and thus no negotiation power. I submitted my URL to several directories yesterday, thanks for the help everyone.

Patience and thinking ahead

Nothing is immediate. You have to lay down the foundation first and than build it up one floor (PR) at a time.
