I personally am a big fan of WordPress. Not only do they have all the SEO 'plug-ins' that you will need but free/low cost templates are easily found.

    Good luck!

    blogspot and wordpress and hubpages

buy hosting and creates wordpress blogs, and make subdomain and use Blogger platform, as your blogs, then writes 5 articles in hubpages! ;) put your domain at hubpages profiles, then you will get traffic almost instantly and don't forget with Facebook

so if the question which one the best then my answer is ! with hubpages you can get Google second pages in just 30 minutes, with blogspot you can get Google first pages less than one month , and with wordpress blogs you can make money or you can sells your blogs ;) lol

just kidding (if sound over do) lol ;)

Wordpress that you host with own domain name is best. Make sure to register domain name for more than a year or google gives it less weight.

Blogger is not good they can delete blog and it does not have pluggins like wordpress or all the templates.
