If I were to generate reports on optimization progress that are easy to understand,
what tool should I use?
and what should be in the report?

I like to use http://www.ranking-toolbox.com
It is a desktop client and costs about $150 but It gives great reports. This tool is such time saver in my opinion if you have lots of sites and keywords that you are tracking.

The ranking toolbox software will save in HTML format and RTF format as well as Tab delimited text to import into excel or into a database.

No it actually works on all major engines. Both international and US based SE's.

You also coud try Advanced Web Ranking. It exports ranking reports in HTML, PDF, CSV, Text, XML. It checks your web site search engine position in 262 search engines!

To remain inside Search Engine's TOS - I use Hitslinks.

Ranks are meaningless without visitation.

By far - Hitslink "is" the most robust server-side software I have seen, and also allows clients to identify what keywords are actually producing sales... and which ones are just for ego.

You could try web position gold, which I use, it's fairly easy to use to report - download the latest one (version 3) for a free trial.
