Does anyone know if paragraph tags are actually necessary, from an HTML point of view they are often not needed and removing them can cut out some extra baggage but do the Search Engines need them in order to index what is inside the paragraph?

Not needed however, <p></p> is the least baggage you could have. Even <br><br> is 1 extra character and <div class="p"></div> is quite a bit more.

for SEO they are only handy when you use the title attribute, like:
<p title="keywords"></p> but it's not clear if google or other SE's use this attribute...... for the rest you won't need them |
