Nobody outside of Google is certain of their facts on this subject, but there is a good explanation available here.

Basically - the more (followed) links to your page (from different websites/ preferably on different IP's) - the higher your PR... All the rest is just supposition about exact methods of calculation.

Page Rank does not determine your position(s) in Google's search results.

But there are many situations in contradiction. I know sites that add monthly backlinks , but PR is going down

If your great at mathamatical algorithms then you can check out Wikipedia's Pagerank entry. I don't believe it's the "actual" aglorithm for Pagerank considering it's a top guarded secret but more of an example.

How could I know what link site increases my page rank? I have many sites with a link to my page but these sites is not appearing when I check the Link Popularity.

No prove in the formula but based on some sites I own I'd say old links (plus one year) have more weight than brand new links.

Also consider the number of links on a page. The less the better for you.

Pagerank is updated every 2-4 months,
Depending on and when they feel lke it.
If you want high page rank you need link to your site:
It is up to you to decide which is more important to do fierst if you have not done already.

Content! unique, original content. The links to your site needs different content also dont use the same link text to your site use variations of similar keywords that you use in your website and meta tags.
