Need help Optimization in different countries for foreign visitors

Hi - I'm having major difficulties finding any information i can understand regarding how to create a website to attract foreign clients.

I have a client in the UK who has a business which runs courses for foreigners. They already have a UK website, but would like to attract clients from none English speaking countries.

If they wanted to target German clients, do i just
1. Buy a .com domain in the German language
2. Translate the content
3. Translate the meta

Will this appear on the German search engines?

I looked into foreign hosting, but it's full of red tape and restrictions.

I don't understand the red tape and restrictions comment. I have purchased hosting in Germany before with very little trouble. I say, get through the red tape and build out a unique site on a .de tld and host it in Germany.

It's not just Germany; it will be for other countries as well. When i looked into it, a lot of European countries require you to have a business premise in that country or be a resident.

Who do you use in Germany? Is there any english support?

Ok, no probs.

Can anyone give me advice on a country which only allows residents to purchase hosting and domains, as i still can find any tutorials on this subject.

There may be another simpler option too like forgetting about launching new sites or registering domains and instead adding all those translated contents to your main website and then purchasing some AdWords or other impression based, monthly rental, advertising packs and then choosing your local Germany channel. This is the way some leading international companies are doing with great results.
