Multiple Domains, Same Ip & Different PR

Hi All:

The info in this forum is invaluable for a newb like myself.

I'm sure this has been asked in one shape or form before, but here it goes.

I've noticed that this "site" has 10+ domains pointing to the same IP with exact same content. I'm not sure if they're using redirect, but I don't think so because each unique domain has a different PR.

So, how does that work i.e. different domains, same IP, same content and different PR? And, is it a good tactic?
