Migration from one international site to another in 2 steps will hurt my rankings?

We have large international site (16 languages) that need to migrate from one url to another.
old site url structure (subdomains) - www.de.mydomain.com
new site url structure (dedicated international tld's) - www.mydomain.de
    The question is that:

Option 1 - Is it better to wait until all the all languges is complete and than implant the 301 for each page and to note a change of address in webmaster tools?

Option 2 - Can i do it in 2 steps, start with the 8 languages that ready (implant the 301 redirects) and after when the other 8 languages are ready to implant the remaining 301 redirects and to note a change of address in webmaster tools?

I asked it because there is a management pressure to migrate with the ready languges but the remaining will be ready at least 3-4 mounth from now.

Hope you guys can understand my question and to answer it.

    Thanks in advanced.
