Is On-Page Optimization really that difficult?
With my current jobs on optimizing web pages, I see this task as a very complicated and technical thing to do. You have lots of concerns and questions to resolve like the effectiveness of the Meta tags that you have been putting, the web page rank, and matters that have something to do with SERPs. On-page optimization can be complicated in a lot of ways and this is more of a reason why you have to expect that you will pay more for the individual that will do it for you in the future in case you need their services.

This is a silly and pointless thread with silly questions, so I'm closing it because on page seo is something basic which if you search the forums and read threads like those suggested by ChillDot you will find the basic information you require!
