International SEO and linking

How much does the country of the domain matter to link building for international sites? By that I mean for a UK site, would 10 links from co.uk sites be better than 10 links from .com sites? (Please assume the sites have the same qualities so the only variable is the domain)

Personally, my gut says yes, but what I'm trying to weigh is if the .com sites are even worth pursuing or spending time on (if the effect of the co.uk sites is so much better or the .com sites have minimal effect).

No link would hurt and all will be beneficial. It all comes down to where you want to target your website. If you are specifically looking to rank yourself in google.co.uk, then .co.uk links will be beneficial for you to appear in UK search results.
