Disavow Links Tool is another name of Google Webmaster Tool.Where you can see everything of your website details. Your website position,keyword position, sale from where, what requirement remain for your site etc.

My bet would be that they have been removing the links which got them the penalty in the first place as suggested in the original article at SEL Google Says No Comment On Why Interflora Was Penalized *edit* I also just found this one http://searchengineland.com/interflo...so-fast-150526 which talks about links being removed etc, so sounds like they have simply worked on removing the links google penalised them for. *edit*

Also in this article at SEL Interflora Gets Its Google Rankings Back, 11 Days After Penalty Matt mentions this:

any Google penalties are temporary like this, so long as the offender corrects the behavior that went astray from Google’s SEO guidelines.

Which also implies that Interflora has been working hard to remove those links which google found to violate their seo guidelines.

Also in this article After Penalizing Interflora & UK Newspapers, Google Warns Against Advertorials Barry mentions that google "issued a stern warning that selling links on sites that pass PageRank can lead to a penalty in Google."

Google disavow tool isn't really something you should have to use. You shouldn't be getting bad backlinks in the first place. Matt Cutts explained it was more for people carrying out Negative SEO. It is indeed a useful tool for situations like interflora though. It was interesting that Google punished them right before Valentines day. Probably there biggest trade of the year, talk about power from Google.

I think it just goes to show you have to be really careful if buying links.
