Seo industry is in its early stages at our part of the world. A good number of seo jobs have started to show at job hunt sites. One thing what i have noticed is .... Almost 90% of them require web development degree or experience. While you need some know how of html, php, etc. Do you think one has to be expert in web developing to be a seo professional?

As SEO you should know some basic technique and common tag that is.. the whole web development is not necessary to know.. tack expertise in one thing can make you jack of that field..

Yes! You need to be very comfortable with HTML, have an understanding of server-side programming, and generally know a lot about "what it takes" to build a web site. You also need to know about the culture you are wading into.

Speaking as a web programmer, I detest having some marketing person who attended a seminar preach to me about what it takes to build a web page.

There are technical logistics (scalability, code management, render times, manageability) they are often clueless about. In other cases I am well aware that their "techniques" are old news and no longer effective.
