If they want to promote the .co version, and if both sites are identical, then personally I would 301-redirect the .com to the .co

.co is treated by Google as a generic, or non-region-specific, domain extension.
With that said, you can do one of two things:
1. Redirect .com to .co with 301 redirects. This will, effectively, allow both domains to look like the same website to users and search engines. Users searching for the company will see the address as example.co in the search engine results regardless of if they are in India or the UK. In terms of real-world marketing, if Indian users feel more comfortable with a .com then you should use it for PR releases and print material like business cards (make sure your email will support both .co and .com)
2. If you want to have a geographical advantage in both India and the UK then you have to treat both domains as individual websites. You'll have to tailor content so you can start ranking for regional keywords. Chances are, this should be easy if the company has a marketing department. They should know who their market is in India and the UK and they already understand they are different users with different needs.
