Have anyone used SEO Hosting? need your advices

I am planning to build maybe 10 blogs for the SEO purpose, especially to links.
But I have some questions:
1, need I buy shared hosting from different hosting company and from different cities or countries? because I heard that IPs from same hosting company, even delicated IP addresses for each blog may be negative to link quality. Is that True?

2, does any one have experience with SEO hosting? good or bad? can you recommend one or two choice for me? Also will SEO hosting be treated as SEO spammers?

3, If I want to build about 10 blogs with Wordpress, any advice on domains and hosting plans?

Maybe this is not good time to ask questions as it is now weekends.
But I am still here wait for advices. and Appreciated for any responses.

ps.:And the traffic I guess not too much, so I am not worry about the bandwidth/month. Also I need cheap cost on the domain and hosting plans.

I think the answers are long in coming because your whole strategy messed up. I would put all my resources into building 1 great blog.

You do not need to have dozens of websites or blogs and then begin promoting them because after one year of hard work, you may just find them having PR1 and the links gained from then weak. Nowadays spending cash on buying better links or running some advertising campaigns could be better because you can easily find some monster sites selling affordable packs.
