hi
being A NEWBIE I WANT TO ASK do i need to submit only to google.com or all of its regional sites like google.co.in and .fr , .ca etc.

can submitting to these local sites give me an extra advantage to my regional business site or it doesnt matter after my submission to one of them.

There really isn't a whole lot of reason to submit at all. Google will find you following the links from other sites and that will apply to .co.uk, .fr, etc also.
