I have done much research and have only found answers pertaining to ppc.

Then I must say you have been researching in the wrong places there is so much information about this topic.

Things like: Add a Google map, City name in title, h1 tages etc, citiy name in anchor texts of backlinks, Street adress on site, links from other sites within the city, listings in local directories just to name a few...
