General SEO Question

Alright, well I own my own top level domain and website hosting and I'm putting together a portfolio website for myself to have all of my web design and photoshop related work on along with some other things.

Anyway, I'm setting up a website with the works I have a blog, forums and still working on the website portion of it just havn't decided if I'm going to need that or if I'll just use the blog. But I was wondering, if someone here could tell me the best way to go about this whole SEO thing?

By the way, I'm just starting to learn css and php I know some html but I just heard about this SEO hype and I'm trying to learn some more about it because it seems like a lot of people are doing it now.

For anyone else with the same question as me -- www(dot)good-tutorials(dot)com/search/tutorials/SEOHas a list of some pretty good SEO tutorials if you're interested. If you've found some and like to post them please so, I'd like to look at them.
