Budget permitting... place 60 second video commercials on all tv channels and 1/2 page ads in all the major periodicals in your market.

Seriously, it depends upon your budget, experience level, talent, etc. The main thing is to get the word out to those that would have an interest in the forum's subject matter. I gave up on doing our own forum and blog years ago. Most forums/blogs fail after being, IMO, a total pain in the a$$ for whatever amount of time they are up. Many forums stay up with memberships consisting of the founding braggard, 4 cripples and an idiot.

EDIT: EGOL... I am not the SEO Chat 'idiot'.

Tough way to go. Any good forum, e.g. SEO Chat, deletes posts as spam and bans anyone trying to promote their own SEO forum. Why would a good forum let others try to steal their membership?

Experiment: Start posting about another SEO forum requesting SEO Chat members and visitors to leave SEO Chat and go to that SEO forum. Good idea?

    • EGOL agrees : A while back a guy came in here offering to pay members to go over to his forum. Nobody left. :P

If you can get the site/forum to rank 1, 2 or maybe 3 for it's nitch can get you some traffic, you can also pay companies that will post for you to make it look busy, in hopes of attracting new members. But to tell you the truth, your about 8 to 10 years too late, unless you have a very interesting nitch and there's no other forums covering that nitch.
What kind of forum are you talking about?

woww! How can you do that? You must pay lots of money for such a thing. They will consider you as one of their competitors immediately.

I still think the best way to get traffic to any site would be to paint the URL on your naked arse while you streak across the stage at a presidential debate......

But I've never tested it, either. Anyone up for an experiment?

I'm surprise everyone didn't just say seo. Start with long term keywords and then move up, like you would a normal site. Guest blog on a site like seomoz if you can and see how you go.

If you can get 10-20 like minded people in your niche together to create the forum. You can start some really interesting debates/convos with each other and spread these socially (i would become socially interacted first) saying: "great debate about [topic matter]" if you manage to get more and more other people from that niche into the forum and protect against spam you should be in a good position to grow a nice community.
