Hi, i used to have a website a couple of yrs ago, but didnt do much work on it at all. the result is that it seems
to have been de-indexed, can i switch the domain to another hosting and start working from scratch
for SEO ? is it possible to do so? or is the domain affected?

Normally a website should not be deindexed because you did not update a website for 2 years. There may be other reasons that need to be analyzed.
If it has been deindexed for other reasons like
    1. Being a dropped domain and re-created poorly
    2. Being a part of Private Blog Networks or being actively involved with similar sites.
    3. Poor hosting conditions with high downtime
    4. Other similar possibilities.

If its live yet deindexed with active backlink profile then I would say ditch it and start from scratch with a new domain.
But if the deindexing is because of some robots.txt error, webmaster tools settings, coding issues then scrapping the domain and the backlinks would be a mistake.
