Google Webmaster Tools treats HTTP and HTTPS as separate sites and you cannot inform Google using Google Search Console, that you moved from HTTP to HTTPS since the address move tool does not support protocol changes

You can though add the HTTPS site versions. When adding a site, simply type the URL including the https:// prefix. You will then have two sites in Google Webmaster Tools.

Yes you do have to create a new property in GSC. Login to your GSC account and put in the https version of your site and click the add property button. If the property doesn't exist GSC will create it.

If you have never failed in your life, you have never achieved anything Noteworthy !

Just for the record, you shouldn't remove the http property.

Technically you should have 4 versions of your site registered in GSC at a minimum.

    http://example.com
    http://www.example.com
    https://example.com
    https://www.example.com

The reasoning behind this is simple. If you program your redirects incorrectly then you will not know if you have different versions of your site being indexed by Google. This is for error checking. Now if your redirects are broken, ie, don't work properly, how will you know ? Basically you will not and you will have ranking problems because Google is splitting your link juice between the different versions of your site. By having at minimum the 4 properties if you see any traffic recorded by any property other than your preferred property you know you have an error and can fix it before you have ranking issues.

It is very common for folks to screw this up with sites addressable by two or more of these variants http / https / with www / without www. They then wonder why they are having ranking issues.

Be safe include at a minimum the aforementioned 4 properties and check them on a regular basis until you are positively sure that there is no traffic being sent to the incorrect version of your site.

There are many threads here where sites suffer from this exact problem.

Basically it is just plain pro-active maintenance.
