I'd like to just confirm the usage of disavow link tool.
1.The disavow link tool should be used when my page is penguin-penalized.
2.The disavow link tool should be used when my page is penalized manually by Google spam-team.
3.The disavow link tool should not be used without my page is not penguin-penalized or penalized manually by Google spam-team.
The above understanding is correct?
