Competing with google search “Near Me”

Any help will be appreciated. As far as seo, i have individual town pages that get my company listed on individual towns withn a 30 mile radius.
Example, if someone types in “roofer dover delaware”, i will come up even though my actual business may be 30 miles away. It comes up because i
have an individual town page for Dover, Delaware as well as a bunch of other towns.
However, how do i do seo to where someone who actually lives in Dover, Delaware types in “ roofer near me “ and my business is 30 miles away? Instead of typing in the town, they just type near me?
    How does that work?
