    Better to use <UL> <Li> menu or H1s ?

I'm redesigning a site, and was wondering about the above. Is it better for the main five navigation links (obviously done with text) to be done inside a straightforward CSS menu using <UL> and <Li>, or whether it would be better to use H1 tags?

Does anyone know if it is a big no no to repeat them, i.e. have a CSS menu at the top with the five main terms, and then lower down in the page repeat the same links using H1s?

First of all you should only have 1 h1 tag per page, and the h1 tag should be used to tell search engines and people what the pages/article etc is about as its meant to be a header/title, so I wouldn't advice using h1 tags in this way.

Your much better of doing your code using the tags as they where intended, so making a normal list with ul and li would be the best option rather then h1 tags.
